ZHRO ANNOTATION: A masterpiece of deflection. The consultations are concluding in chaos, boycott and international condemnation — so Mangwana pivots to "foreign policy" and "diplomatic goodwill." This is the information equivalent of an orchestra playing as the ship goes under.
